They commissioned and issued A Consumers' Guide to Retail Carbon Offset Providers (December 2006) as a guide to those who are interested in using carbon offsets as part of their efforts to reduce greenhouse gases.

It was jointly convened in 1998 by the World Business Council for Sustainable Development (WBCSD) and the World Resources Institute (WRI) and serves as the foundation for nearly every greenhouse gas standard and program in the world.
